Law Enforcement

When I started this website, I had a firm opinion that anyone claiming an entire police department was out to get them was deserving of such attention. To meet someone who is adamant that this is the case for no clear reason is not someone I ever thought I would meet; that is not suffering from a mental illness. I am not referring to someone who has been a constant menace to their community. Nor someone with an unreasonable dislike for law enforcement. This individual is not making hyperbolic statements while stomping around, waving fists in the air.

I am referring to a productive member of the community in Hillsboro, Oregon. How productive? This person turned an unsightly eyesore of a run-down building into a profitable business location. By doing so, this eliminated a location where drug users and such congregated. In fact, on several occasions, various individuals of law enforcement in Washington County have used the services provided by this person. A respected community member who not only cleaned up his neighborhood but mentored troubled youth by teaching them his craft.

What did PPO do? How did he become someone that Washington County law enforcement organizations will go out of their way to not provide him with the services all of us expect to receive from law enforcement? He has calmly, for the most part, and clearly pointed out that he expects every interaction with law enforcement to end in his arrest. That no matter the seriousness of his reason for asking for assistance, he will not even be assigned a case number, regardless of the evidence presented. This includes grave crimes he has tried to report. These crimes include murder, attempted murder, solicitation for murder, and assault. To add to this, he has been convicted of crimes he did not commit.

Whatever the reason is, justified or not, PPO does not have a single friend in law enforcement within Washington County. This statement can be verified from several resources. It's only a matter of noticing that one fact is consistent with each incident PPO has reported. Every single time PPO will offer to show or provide evidence to bolster his allegations. Without fail, PPO's offer of evidence has been ignored or denied. PPO is treated as if his accusations are hokum, fantasies, or delusions.

According to the statements and documentation provided by PPO. There have been several outright attempts by law enforcement to place PPO in unjustified peril. These events took place while in the custody of the Washington county Sheriffs office. At the time, PPO was lodged at the Washington County jail. PPO readily admits law enforcement does not actively pursue him. They are not violent when interacting with him. What they are doing is denying him the services provided to the public in general. Does this make it unsafe for PPO to move about in public? Due to the outcome of his prior interactions with law enforcement, PPO has a definite opinion concerning the expected natural progression. It is PPO's belief that law enforcement, should he find himself in peril, would let such events occur. However, if he were to prevail in a situation where he has been threatened or attacked, PPO's opinion is that he would be arrested and charged. Given what I have read, the inquiries that have been made, and the statements from PPO, this is not an unreasonable expectation. Understand that there has been no official or unofficial statement from law enforcement on this matter.

This is an open invitation for Washington County law enforcement organizations. You are challenged to provide an official or unofficial explanation of why it appears that a single individual, with no known disdain for law enforcement, who is not a menace to his community, is treated as if he is. As a collective, the law in Washington County has decided to turn its back on PPO. I, personally, would like to understand why.

Why always Deputy Upton? PPO was attempting to establish a connection. He was making an effort to have at least one member of the law enforcement agencies in the county respond to his calls in the manner he expected. There were several reports made...

Beaverton Police Department

Hillsboro Police Department

Not that there is any logic to this email. It doesn't really help with the reason the Hillsboro Police Department decided that treating PPO like a nothing was a reasonable decision. Especially it was this particular person that PPO tried to get help from. The person I am referring to is Lieutenant Stephen Beaver.

When PPO first met Lt. Beaver, he was a Sargent working the streets. He would stop by to see who was cleaning up the run-down warehouse. Certainly he didn't believe that PPO was serious about his goal. Probably was more suspicious than anything else. Somewhere between PPO turning a bad area into a profitable business, and this email below. Lt. Beaver turned his back on PPO. In the email, PPO is trying to get his point across that TFM is a bad person and dangerous as well. All PPO got for asking for help was his emails blocked.

There is still one person that had been actively pursuing the demise of PPO other than TFM. In fact, while PPO was incarcerated this go around, several attempts were made to involve him in multiple crimes that he was not even aware of. This is Detective Pat LaMonica of the Hillsboro Police Department. In case you haven't been following this site, why would anyone, you would know that Detective Pat LaMonica is a bit of an asshole. Sherwood Police Department

The images below and the information as well have been sent to the Sherwood Police Department. Now the video shows PPO whispering because he is concerned that TFM is going to come out of the shower and catch him making the video. What is in the video? PPO is showing that TFM was trying to make him a hot shot. If you watch the video, you will see that the syringe plugged up. It so happens that it clotted while TFM was making them a shot of meth. Once it was clotted, she became frustrated, told PPO that something was wrong, and she hurried into the shower. Of course, he went to see what the issue was. This is when he knew that what was in the syringe was not methamphetamine. According to PPO, there is only one thing that clots a needle like you will see in the video. This is the buffers that are in prescribed opioids. These buffers are there to do exactly that, clot the needle so a person with a drug addiction doesn't kill themselves by shooting a narcotic.

Sherwood Police Department has this attitude that TFM can do nothing wrong. According to PPO, the only thing Officer Ramos was concerned with was fishing for possible reasons to arrest PPO. This is what PPO expects. For whatever reason, it doesn't matter what evidence he provides, it is disregarded, and the focus is shifted to him. Why? This is an open invitation from myself, not PPO. Sherwood Police Department, What is the problem here? You have been given evidence that potentially points to an attempted murder assuming this was her goal. The first question from Officer Ramos is related to trying to arrest PPO. Why? There's the invite. Answer the question. Why? Is it more important that PPO goes to jail than it is you open your eyes and realize you may have a want to be a serial killer in your city? The evidence that you need to see has been offered to this department many times. Why are you refusing to look at it?
