Below is an image of the request form that was being used in the Washington County Jail when PPO was lodged there. The
form covers a wide variety of situations and uses. It is designed to be initialed and signed several times as it
makes its way through the administrative process. In this instance it was used to request to speak to internal affairs
personnel from the Hillsboro Police Department. This concerned a serious matter that would have an impact on the
HPD internally and publicly, once the news got out. PPO used this form to request to speak to someone about Detectives
LaMonica and Magnuson. This concerned their involvement with covering up the crimes Ms. Magnusson committed. These
are attempted murder, conspiracy to commit murder, and solicitation for murder.
This form has a two-sentence statement from PPO. The first sentence states that a woman tried to murder someone. The
second sentence states that Detective LaMonica helps her cover it up. This is a simple, clear message. This form was
to be directed to someone at the HPD who had the responsibility of investigating the staff of Hillsboro Police Department.
The sheriff's office was the first law enforcement agency to have control of this form. It is not known what the
official policy is regarding chain of custody at the Washington County Sheriff's Office. One would think that the
seriousness of the two-sentence statement would have caught someone's attention before it left the jail. PPO had told
me that he didn't expect the form to make it out of the building. He was confident that he would be having an interview
with investigators from within the jail staff. PPO was wrong.
The form was placed into a bin or pouch and delivered to the HPD's mail room. Upon its arrival, it certainly
got the attention of someone. A few days later PPO received a pair of visitors from the police department. The form
made it to the desks of Detectives LaMonica and Magnuson. The information obtained by PPO, while the two Detectives
pretended this was not about them, was revealing. This information will be available when the time is right.
They did pretend to take a statement from PPO concerning Ms. Magnusson's attempt on his life March 3, 2018. Then again,
July 4, 2018. They did nothing with it. One thing they did not learn from PPO is that there are two witnesses that can
testify against Ms. Magnusson.
Hillsboro Police Department had made it clear to PPO what his expectation should be. If he did not stop, these two
Detectives would certainly take it upon themselves to make sure he did. This form was first in the hands of Deputy
Honle. This Deputy made sure that the form was copied, and the original remained in the building. PPO recalls being
shocked when Deputy Honle brought the form back to him. Out of the entire staff, one Deputy took the statement seriously.
One Deputy expected a similar outcome as PPO.
This is what PPO did until he was released. The form mailed out to a relative. Along with several letters containing
the notes of PPO. He was documenting what was happening around him hourly if needed. Once he had five pages, he mailed
them. Then repeated the process. When PPO was released from jail, he retrieved the form and letters documenting the
daily events of concern. There were approximately twenty envelopes, with five pages each. He took those envelopes and
the form and put them away. He told nobody about their existence. Within two weeks, the contents of the envelopes and
the form were gone from his storage shed. Fortunately, he made copies of it all and sent them back to where he had
originally mailed them. They are there still. The contents of the letters will implicate more than one Deputy.
Definitely two HPD Detectives.

The Detectives
Ms. Magnusson (then known as Xenia Marlene Fretter), filed the first false report against PPO in November 2017. This
is when she met
detective pat lamonica
and Detective Sean Magnuson. They were working domestic violence and sex related crimes at that time. It was soon
after that Detective LaMonica and Ms. Magnusson began their sexual encounters. Keep in mind that Ms. Magnusson
presented herself as a battered woman, seeking help. Yet Detective LaMonica decided that becoming sexually involved
with Ms. Magnusson was the correct thing to do. The possibility Detective LaMonica thought he was grooming a woman who
was in an abusive relationship should be considered. Which means this is probably not the first time he has done this.
The first indicator for PPO that something was wrong was when he tried to report Ms. Magnusson for
attempting to murder him on March 3rd 2018. This is a direct
quote from the officer who took the call. "You should leave her alone." Ms. Magnusson had continued to make
false allegations against PPO, which she admitted were not true.
Because Ms. Magnusson and Detective LaMonica were hooking up regularly, she had him thoroughly convinced PPO was doing
something very wrong. PPO was completely unaware that Ms. Magnusson had been preparing to
frame him for crimes he did not commit.
By the time Ms. Magnusson had tried to murder PPO again july 4th 2018
weekend. PPO had several encounters with Hillsboro Police and the two detectives. He became concerned that trying to
report Ms. Magnusson for this second attempt on his life could be detrimental to his well-being.
What PPO was not aware of was Detectives LaMonica and Magnuson had violated HIPAA laws and his civil rights. The two
detectives had received PPO's stolen medical records from Ms. Magnusson. It is suspected Ms. Magnusson altered the medical
records before she gave them to the detectives. Instead of asking Ms. Magnusson how she came to possess PPO's records,
the two detectives decided they should tell every cop in Washington County that PPO was mentally ill and dangerous.
Which is not true. Not one law enforcement officer in Washington County thought to question what they were being told.
Nor did they bother with where this information was coming from.
Ms. Magnusson is an intravenous drug user. Methamphetamine being the
preferred drug. Ms. Fretter is not capable of injecting herself because she has horrible veins. She will let people
(men) she does not know, try to inject her with methamphetamine. According to PPO, they are not able to give her a
shot without botching it. Methamphetamine is a dirty drug. It will make a mess if done incorrectly. Which is where the
abscesses, bruises, and sores she had on her body came from. Detectives LaMonica and Magnuson were told that PPO was
responsible for these. She has always participated in unprotected sex with multiple partners and shared needles with
them should the need arise.
Detective Pat LaMonica's marital status is unknown. What is known is Detective LaMonica carried on with Ms. Magnusson
for a minimum of two years. Being police, he had to know that Ms. Magnusson is an IV drug user. He was most likely aware
that Ms. Magnusson was having unprotected sex with complete strangers. That she was sharing needles with these same
strangers. It is assumed that he chose to ignore the obvious and continued to have sexual encounters with Ms. Magnusson.
There is an audio recording below this paragraph. It's Ms. Magnusson having a phone conversation with PPO. In this
conversation, PPO is winning. Ms. Magnusson will try to harm him by telling him something he did not know. She will
turn the conversation to Detective LaMonica. To make sure he gets it, she gives a brief description of the location,
and the interior of the location. PPO gets the message. Ms. Magnusson will then try to get him to say that he was
somewhere he was not. Another attempt at framing him.
False Reports
Lt. Stephen Beaver
When PPO first met Lt. Beaver, he was a Sargent working the streets. He had stopped by to see who was cleaning up the
run-down warehouse. PPO had told Sgt. Beaver what his plans were. Sgt. Beaver had asked him if he wouldn't mind chopping
down the over grown blackberry vines in the back? So law enforcement could see across the tracks. PPO would do this.
Over the next few months Sgt. Beaver would stop by and see how things were going. PPO even helped Sgt. Beaver with a
professional courtesy a couple of times.
The email below is addressed to Lt. Stephen Beaver. PPO is trying to get his point across that Ms. Magnusson is a bad
person and dangerous as well. All PPO got for asking for help was his emails blocked. HIllsboro Police Department has
been and is continuing to cover up their behavior. The Inmate Request Form below was filled out by PPO when he was in
jail. His intent is clear. He wants to speak to someone at the Hillsboro Police Department about Detective LaMonica
involvement in covering up the two attempts that Thea Magnusson has made on his life. It was Detective LaMonica and
Magnuson that showed up to ask him about the request form.
Officer J.D. Leininger
Guessing at the date, September 2019, PPO called Washington County dispatch to report a break-in at his
business/residence. The safe had been broken into. Several items were missing from the safe. There were two uniformed
officers that came to his address. J.D. Leininger, and another officer whose name began with the letter "L" as well.
They were invited up to the living area of PPO's building. PPO began to explain that he had been with clients that
morning. When he returned he found that his safe was open and that several things were missing. As soon as he finished
the sentence, both officers began to kick his computers, camera equipment, and other items around. Yelling at him that
he didn't know what he was talking about. From that point on, every time PPO tried to speak they would place their hands
on the grip of their sidearms and tell him to shut-up. That he didn't know what the fuck he was talking about. Since
Hillsboro Police Detectives LaMonica and Magnuson, had already been covering for Ms. Magnusson, he thought it wise to
be quiet and let them leave. A few days later, then Sgt. Stephen Beaver had come by the building. PPO informed Sgt.
Beaver what had taken place. PPO never heard anything else about it.
Officer J.D. Leininger
On May 25th, 2026, approximately 11:30 PM. PPO called the Washington County dispatch to report a break-in that occurred
at his apartment, the evening of May 22nd, 2026. He was informed that an officer would call him back. The officer who
called him back was J.D. Leininger.
During the phone call, Officer Leininger argued with PPO concerning why he waited so long to report the break-in. PPO
was trying to explain, Officer Leininger became verbally abusive immediately. He insulted, and berated, PPO. Every time
PPO tried to speak, Officer Leininger would cut him off. Then Officer Leininger began insinuating that PPO was mentally
unstable. It is a fact that Officer Leininger was told lies about PPO. These lies most likely came from Ms. Magnusson
or Detective Pat LaMonica. In November 2017, Ms. Magnusson had stolen PPO's medical records, most likely altered them,
then presented the stolen records to either or both the officer and detective.
When PPO informed officer Leininger that he had plenty of evidence to back up what he was claiming. Officer Leininger
again began it insist that PPO was incorrect in his accusations. PPO insisted that Officer Leininger come to his apartment.
That he would show Officer Leininger the video evidence, the strands of hair, the candy wrapper that was left at his
place, and proof the door lock had been forced open.
When Officer Leininger arrived PPO was in the process of taking out his garbage. Immediately Officer Leininger began
to yell at PPO. Telling PPO that he didn't have time for this shit. What the fuck was he doing wasting his time. PPO
told him to relax, that he was taking out his trash. Then PPO invited the Officer into his apartment. Once inside the
apartment PPO wanted to show Officer Leininger the marks on the door where the bottom lock had been forced open. Officer
Leininger said he did not see any marks (there are photos). Officer Leininger asked PPO, how the deadbolt was bypast ?
PPO began to explain how the deadbolt was defeated but Officer Leininger kept telling PPO that nobody broke into his
apartment.
PPO began to explain that if he could show Officer Leininger the video he would see that the recorded video, from the
night in question had been tampered with. After insulting and disagreeing with PPO, he agreed to watch the video. As
PPO began to access the camera through the router, Officer Leininger started yelling that he didn't have time for
this. That PPO was wasting his time. PPO then began to explain to Officer Leininger that Jeff Bates, who was helping
Thea Magnusson break-in to his apartment, was seen by PPO driving out of the entrance to the apartments, where PPO
lives the night of May 22nd 2026. That he literally saw Jeff Bates. Officer Leininger then began ranting about how
flimsy everything was PPO was telling him. That seeing a vehicle he thought was some guys doesn't mean anything. At
this point PPO was fed up, and he told Officer Leininger he should leave.
Other Officers
When PPO reported the break-in to his truck on January 21st, 2021, the Officer that responded immediately began to tell
PPO that he stole Ms. Magnusson's laptop and cell phone, that nobody broke into his truck. This goes on and on with
the Hillsboro Police Department. Threats, insults, insinuations concerning PPO's mental health, that PPO had better
leave Ms. Magnusson alone. All of this is why PPO is worried about reporting Ms. Magnusson and her minions when they
threaten, rob, and destroy his property.
There are other incidences to be sure.
Sherwood Police Department
Sherwood Police Department has this attitude that Thea Magnusson can do nothing wrong. According to PPO, the only thing
the Officers that he spoke with were concerned about was fishing for possible reasons to arrest PPO. This is what PPO
expects. It doesn't matter what evidence he provides, it is disregarded, and the focus is shifted to him. Why does a
woman trying to murder a man not have any validity? What is the problem here? Sherwood Police Department has been
provided evidence on three different occasions. Each piece of evidence is linked to the other. When this type of
evidence is literally coming from Ms. Magnusson's apartment, her
WhatsApp account, an obvious
prescription forgery with her business address
on the forgery, this is more than a coincidence.
