Below is an image of the request form that was being used in the Washington County Jail when PPO was lodged there. The form covers a wide variety of situations and uses. It is designed to be initialed and signed several times as it makes its way through the administrative process. In this instance it was used to request to speak to internal affairs personnel from the Hillsboro Police Department. This concerned a serious matter that would have an impact on the HPD internally and publicly, once the news got out. PPO used this form to request to speak to someone about Detectives LaMonica and Magnuson. This concerned their involvement with covering up the crimes Ms. Magnusson committed. These are attempted murder, conspiracy to commit murder, and solicitation for murder.
This form has a two-sentence statement from PPO. The first sentence states that a woman tried to murder someone. The second sentence states that Detective LaMonica helps her cover it up. This is a simple, clear message. This form was to be directed to someone at the HPD who had the responsibility of investigating the staff of Hillsboro Police Department.
The sheriff's office was the first law enforcement agency to have control of this form. It is not known what the official policy is regarding chain of custody at the Washington County Sheriff's Office. One would think that the seriousness of the two-sentence statement would have caught someone's attention before it left the jail. PPO had told me that he didn't expect the form to make it out of the building. He was confident that he would be having an interview with investigators from within the jail staff. PPO was wrong.
The form was placed into a bin or pouch and delivered to the HPD's mail room. Upon its arrival, it certainly got the attention of someone. A few days later PPO received a pair of visitors from the police department. The form made it to the desks of Detectives LaMonica and Magnuson. The information obtained by PPO, while the two Detectives pretended this was not about them, was revealing. This information will be available when the time is right. They did pretend to take a statement from PPO concerning Ms. Magnusson's attempt on his life March 3, 2018. Then again, July 4, 2018. They did nothing with it. One thing they did not learn from PPO is that there are two witnesses that can testify against Ms. Magnusson.
Hillsboro Police Department had made it clear to PPO what his expectation should be. If he did not stop, these two Detectives would certainly take it upon themselves to make sure he did. This form was first in the hands of Deputy Honle. This Deputy made sure that the form was copied, and the original remained in the building. PPO recalls being shocked when Deputy Honle brought the form back to him. Out of the entire staff, one Deputy took the statement seriously. One Deputy expected a similar outcome as PPO.
This is what PPO did until he was released. The form mailed out to a relative. Along with several letters containing the notes of PPO. He was documenting what was happening around him hourly if needed. Once he had five pages, he mailed them. Then repeated the process. When PPO was released from jail, he retrieved the form and letters documenting the daily events of concern. There were approximately twenty envelopes, with five pages each. He took those envelopes and the form and put them away. He told nobody about their existence. Within two weeks, the contents of the envelopes and the form were gone from his storage shed. Fortunately, he made copies of it all and sent them back to where he had originally mailed them. They are there still. The contents of the letters will implicate more than one Deputy. Definitely two HPD Detectives.

Since it is clear and the evidence supports the following. Detectives Pat LaMonica and Sean Magnuson fall under the category of, if they have done this once, they have done this before.
Thea Magnusson (formerly Xenia Marlene Fretter) had chosen March 3rd, 2018 as the date she would murder PPO, her chosen victim. Fortunately, this would turn out to be an attempt at murder. In an effort to conceal her crime, Ms. Fretter made (she didn't change her name until late 2018) false allegations against her victim in a police report she filed with the Hillsboro Police Department in Washington County, Oregon. Ms. Magnusson did not appear for the restraining order hearing. The charges were dropped by the Washington County Prosecutor's Office.
This did not stop Detectives Pat LaMonica and Sean Magnuson from continuing to investigate PPO. Ms. Magnusson had them thoroughly convinced PPO was doing something very wrong. PPO was completely unaware that Ms. Magnusson had been preparing to frame him for crimes he did not commit for a third time. She wanted to send him to prison. If she couldn't, murdering him would have to do.
It is not clear who was first. The when was prior to the weekend of July 4, 2018. The when being referenced is when two Hillsboro Police Detectives decided having sex with Ms. Magnusson was the appropriate action to take and that it should be frequent. How can it be determined that their sexual encounters began july 4th weekend? Ms. Magnusson made another attempt on PPO's life that weekend. She paid Charles Kuziak to poison him. Once she had the two Detectives in a position to control them, she had no concerns with murdering PPO. There is one thing about PPO that is not clear. He is difficult to kill.
Another approximate moment that is known is when Detectives Magnuson and LaMonica figured out the bruises and infected sores that Ms. Magnusson's arms and legs were populated with came from? Ms. Magnuson told the two Detectives that PPO was forcing her to do drugs and that he was holding her against her will, etc. This is the same thing she told WG when she tried to get him to call the police. The Detectives figured this out because PPO was in jail, but the wounds never healed.
The big question here is why ANYONE from the Hillsboro Police Department didn't speak to PPO about this? I will tell you why. Thea Magnusson stole PPO's Vocational Rehabilitation records and altered them. Ms. Magnusson completely changed what the medical records stated. She made the records declare that PPO presented as Anti-Social Personality Disorder. That he was delusional as well. Detectives Pat LaMonica and Sean Magnuson then took the stolen medical records and proceeded to tell anyone and everyone in law enforcement about the records. This piece of information was only recently discovered. Today being September 22, 2025.
Ms. Fretter was and still is an intravenous drug user. Methamphetamine being the preferred drug. Ms. Fretter was/is not capable of injecting herself. She will and still does let people (men) she does not know, attempt to inject her with methamphetamine. According to PPO, they are not able to give her a shot without botching it to this day, August 17, 2025. Methamphetamine is a dirty drug. It will make a mess if done incorrectly. She has always participated in unprotected sex with multiple partners and shared needles with them should the need arise. For the sake of his wife and children, Detective Magnuson should get screened if he hasn't.
There is an audio recording below this paragraph. It's Ms. Magnusson having a phone conversation with PPO. In this conversation, PPO is winning. Ms. Magnusson will try to harm him by telling him something he did not know. Thea Magnusson will turn the conversation to Detective LaMonica. To make sure he gets it, she gives a brief description of the location, and the interior of the location. PPO gets the message. Ms. Magnusson will then try to get him to say that he was somewhere he was not. Another attempt at framing him. There is a high probability that she was recording at least this portion of the call. Ask the vice and narcotics Detectives at the Beaverton Police Department, they may know the location.
Detective Pat LaMonica's marital status is unknown. What is known is Detective LaMonica carried on with Ms. Magnusson for a minimum of two years. Whether he was unaware of Ms. Magnusson's deplorable lack of sexual restraint or the sharing of needles is a question he may soon have to answer. Being police, nobody is going to assume that Detective LaMonica is naive concerning the lifestyle choices of others. It is assumed that he chose to ignore the obvious and continued to have sexual encounters with Ms. Magnusson.
What Detective Pat LaMonica cannot deny knowing is Ms. Magnusson had been getting injected with a powerful and dangerous antibiotic known as Aminoglycosides. Why did Ms. Magnusson need such a powerful antibiotic? This was to keep the chronic urinary tract infections, along with other bacterial infections, under control. These infections are caused by anal, vaginal, and oral intercourse without practicing any sort of hygiene. The sharing of needles combined with unprotected sex is a death wish with a high probability of infecting others. What Detective LaMonica thought he was grooming another battered woman. Another vulnerable woman, an easy sexual conquest. What he soon learned is that Ms. Magnusson is not to be trifled with. This forced him to commit several other crimes against PPO. This will come out in court or will be stifled in an NDA. This will be up to the city of Hillsboro.
Xenia Fretter is a Malignant Narcissistic Psychopath. She is well-educated, possesses higher than average intelligence, and is not burdened with anything that resembles emotions. There is no empathy, sympathy, or moral compass to impede her decisions. She is egosyntonic, sadistic. Her ability to manipulate anyone within minutes is astounding. Ms. Magnusson is an expert at psychological torture, emotional abuse, and both physical and sexual abuse. She possesses a knowledge of toxins and poisons that she does use. She is considered an APT (Active Persistent Threat) actor. This is a label assigned to those with exceptional hacking ability and is considered a serious threat by the US Government, financial institutions, and technology corporations. She doesn't do it for the money. However, she does have foreign contacts and has had access to restricted technology. She is serial in her stalking. She is dangerous on many levels.
Detective Sean Magnuson decided that having a sex-based association with an alleged domestic violence victim, who is an IV drug user, was a bad decision; being married and all. Ms. Magnusson (Xenia Fretter at the time) does not tolerate a man ending her involvement with him. Choosing another woman over her whether it is his wife or not is not allowed. To express her disapproval, she changed her name. She chose Thea Felice Magnusson. Why? So she could parade through the Hillsboro Police Department announcing herself as Thea Magnusson, and that she was there to see Detective Sean Magnuson. This would occur after being the only female at a three-day, all-male meth party. After summoning Detective Magnuson, she made sure he understood where she had been. What she had been doing. That she was heading right back there. That he was useless. How is this information known? According to PPO, Ms. Magnusson provided the latter information to him in her usual fashion. The fact that she used to announce herself as Ms. Magnusson and that she was there to see Detective Magnuson was provided my Detective Pat LaMonica.
Over eight years. Is how long PPO has been involved with thea magnusson (follow the link). Given her known and observed patterns, she is not done with Sean Magnuson. In fairness, he had not one iota of what he had done. Oh, wait. PPO, the guy Detectives LaMonica and Magnuson were so set on arresting emphatically told them. This is what the Detectives said to him. "Leave her alone." Then they walked out the door.
This in an opinion of a well-informed website author: Thea Magnusson was aware of Detective Magnuson's need to be a hero. She took advantage of this. In his mind, it didn't start that way. Detective Magnuson broke every ethical and moral boundary he shouldn't have. Sean Magnusson thought he was grooming a helpless, battered, woman. He brought this on himself. Same as before... The remainder of crimes he committed against PPO will come out in court or will be stifled by an NDA. This is up to the city of Hillsboro.
When PPO first met Lt. Beaver, he was a Sargent working the streets. He would stop by to see who was cleaning up the run-down warehouse. Certainly he didn't believe that PPO was serious about his goal. Probably was more suspicious than anything else. Somewhere between PPO turning a bad area into a profitable business, and this email below. Lt. Beaver turned his back on PPO. In the email, PPO is trying to get his point across that Ms. Magnusson is a bad person and dangerous as well. All PPO got for asking for help was his emails blocked. There are three possible explanations for shunning PPO. All three point back to Magnuson and LaMonica.
There are four other Hillsboro Police Department uniformed officers that have approached PPO with threats, strong arm vandalism, and disdain. This is a systemic, premeditated, pattern of abuse and criminal activity focused on one individual. The Hillsboro Police Department, as a whole, will be reading this. Sherwood Police Department has this attitude that Thea Magnusson can do nothing wrong. According to PPO, the only thing the Officers that he spoke with were concerned about was fishing for possible reasons to arrest PPO. This is what PPO expects. It doesn't matter what evidence he provides, it is disregarded, and the focus is shifted to him. Why does a woman trying to murder a man not have any validity? What is the problem here? Sherwood Police Department has been provided evidence on three different occasions. Each piece of evidence is linked to the other. When this type of evidence is literally coming from Ms. Magnusson's apartment, her WhatsApp account, an obvious prescription forgery with her business address on the forgery, this is more than a coincidence.
